Mikhail Kharchenko noted the problems with seed production in Russia, as well as the importance of creating a new Technology Transfer Center at the Higher School of Economics, whose main tasks are the administrative support and control of technology transfer and the implementation of research projects aimed at studying and improving the competitiveness of Russian selection companies and agribusiness sectors generally. It should be noted a significant decrease in recent years, the share of Russian seeds in the crops of such significant crops as corn and sunflower.
This is also due to the fact that in Russia the actual investment in breeding is 10 times lower than the potential additional value received from breeding. But the main problem of domestic seed production is the poor development of modern institutional and legal infrastructure. As a result, the total margin of the plant growing industry is lower than potential due to underinvestment of selection and seed production.
Korney Bizhdov said that active, often multiple, growth of insured areas was observed in almost all regions of Russia, and all federal districts finally joined the insurance system itself, which recovered after a two-year decline. However, despite the rapid growth of the insured areas, insurance has so far covered only about 6% of all sown areas in the country, which requires new impulses for further development. In particular, the state plays an important role in this matter. support, thanks to which in 2019 the regions in which it was previously absent or was not developed significantly were connected to agricultural insurance.

Ben Buckner, a leading analyst at AgResource, told the event about key trends and challenges in the global cereal and oilseed market. Among other things, there was a long-term trend of a sharp increase in cereal yields in the countries of the Black Sea region, which will most likely continue in the next decade. At the same time, due to the slowdown in China's GDP growth rates, the countries of Southeast Asia, India, as well as a number of African countries are becoming new drivers of world grain trade.
The key topics of the report of the ICAR Director General, Dmitry Rylko, were the current situation in the Russian agricultural markets, as well as the prospects for the new season and views on the future grain and oilseeds harvest. The presentation put forward the thesis of a significant change in the functioning conditions of the grain sector in Russia. It was noted that Russia is steadily reducing the negative balance of trade in agricultural products, and last year's ICAR forecast of export volumes in dollar terms was fully justified and even slightly exceeded expectations.
